We founded Safety Leadership because we saw, from inside the sector, that effective WHS wasn’t just the right thing to do — it was one of the most significant and underutilised performance levers available to care organisations. The gap between what most organisations were achieving and what was possible was large. And fixable. That conviction is still what drives us.

Harley brings deep commercial and operational experience in aged care, built over more than a decade in senior leadership roles across the sector. As CFO, Chief Commercial Officer and COO at Opal Aged Care over eight years, he developed a clear-eyed understanding of the financial and operational cost of under-managed WHS — and the significant returns available to organisations that get it right.
Harley’s approach combines rigorous commercial analysis with a genuine understanding of what care organisations need to perform: stable workforces, effective governance and leadership cultures that take safety seriously at every level.

Heather Napier
Heather brings more than 25 years of health and safety expertise to Safety Leadership, with deep experience across health and safety legislation, behaviour-based safety, injury management and safety management systems. As Founding Partner, she leads Safety Leadership’s technical advisory work — bringing the specialist WHS knowledge that translates good intentions into lasting organisational change.
Heather spent a decade at Opal Aged Care, where she developed an intimate understanding of the workforce pressures, injury patterns and cultural challenges that define WHS in the care sector. Her approach centres on building genuine safety capability within organisations — creating the engaged teams, practical systems and leadership culture that protect people and improve performance over time.
Tricia Ebb
Tricia Ebb
Tricia is a workplace safety and self-insurance specialist with more than 26 years of experience — combining deep technical WHS expertise with the operational perspective of someone who has also built and run an aged care home from the ground up. She led the Opal HealthCare project that made Opal the first aged care provider in NSW to achieve self-insurer status, and provided WHS advisory support across 22 care communities, delivering measurable reductions in workplace incidents and claims costs.
Prior to Opal, at Liverpool City Council, Tricia reduced self-insurance claims costs by $1.3 million in a single financial year — results that were sustained throughout her tenure. Her career spans roles across claims management, safety management, auditing, training and general management.
